Introduction

Seoul Police Agency is an organization empowered by the state to uphold the laws of Korea, which has existed in one form or another for over 3000 years

The third-war and the subsequent collapse of ecosystems in the mid 21st century led to the rise of Neo-Cities - self-sustaining havens across Earth

In the early 2070’s the seven most powerful of these Neo-Cities - Neo-Tunis, Neo-Tokyo, Neo-Nairobi, Neo-Spa, Neo-Manaus, Neo-Puna, and Neo-Seoul - saved the planet from the Long Winter, a state of nuclear winter that had lasted nearly 30 years

These seven Neo-Cities became the industrialized core countries that the havens of the old world and the corporate colonies in our solar system depend. The Neo-Seoul Police Agency still upholds the laws of the Republic of Korea’s successor - Neo-Seoul

The Neo-Seoul Police traditionally have 5 departments: Department of Customs, Department of Patrol, Department of Technological Resources, Genetically Hardened Security Task-Force, and Secret Intelligence Law-Enforcement Operations

From 2101 - 2109 a 6th department existed to investigate crimes that fell outside other department boundaries. This department was called D.U.S.K. (Department of Unusual and Specialized Knowledge)

NEO-NOIR_ is a cyberpunk detective RP set one-hundred years in the future, in the city of Neo-Seoul, in a version of our real-world passed by, a world oversaturated with sex, consumerism, capitalism, technology, and ruin. The thread chronicles the exploits of the reformed D.U.S.K. unit of the Neo Seoul Police Agency. Your main character will be a recruited into this newly formed department, though as the thread goes on it will expand, with each writer having several characters in and out of the police and eventually pretty complex plots weaving together as the world develops with it's members. We encourage each character to have a thought-out pasts and the beginnings of an arc, and for everyone to make their own side-characters and events surrounding them.

The structure of the RP is a bit unusual. While the thread is run by a GM it is divided into cases, individual mysteries, each GM'd by a different member. Within these cases the players still have full agency over their own characters, it just means that one player has the case mapped out- they know the culprit, they know the clues, and almost like a D&D game the players choose how to interact with it. This means that Neo-Noir is highly cooperative and requires a lot of communication in group chats and on Skype. It was mainly designed for the members behind threads like the Ultimate Organization, the Great Guild Fortune, and Nomad Clan, and is not prioritizing new members- but if you think you'd like to join submit a character, just with the knowledge of the unusual structure and how much communication is involved!

NEO-SEOUL_ is a massive, multicultural mega-city that stretches over most of what was once the Korean Peninsula. Neo-Seoul is ruled by a democratically elected mayor, and is home to many of the worlds largest corporations, many of which cooperate in joint ventures with the government. Neo-Seoul has both a military and an internal police, and performs peace-keeping and corporate operations across the globe and solar system. The currency of Neo-Seoul is the Korean Sheet, a data chit based currency. Korean is the official language of Neo-Seoul. The city of Neo-Seoul consists of 16 Districts, 2 Special Districts, and 5 Provinces. To the west of the city is the desert wasteland of the Yellow Seabed, and to the east is the Sea of Japan.

THE NEO-SEOUL POLICE AGENCY_ is responsible for all internal law-keeping within the borders of Neo-Seoul, and exists as a distinct entity from the military. There are six departments of the N.S.P.A., overseen by a Police Commissioner. The Department of Customs, with a base rank of Officer and a senior rank of Chief Officer, control the flow of goods and trade in and out of Neo-Seoul. The Department of Patrol, with a base rank of Officer and a senior rank of Sergeant, are assigned to monitor the streets of Neo-Seoul, keep the peace, and enforce law. The Department of Technological Resources, with a base rank of Detective and a senior rank of Chief Detective, monitor all cyber-security and technology in Neo-Seoul, from video surveillance across the city to the citizen database to shot-registry; the D.T.R. have access to all legal technological records in the city, and as such are able to solve the majority of the city's crimes from their desks. They are considered the main investigative branch of the police. The Department of Unusual & Specialized Knowledge, with a base rank of Inspector and a senior rank of Chief Inspector, was a short lived branch of the N.S.P.A. used to investigate unusual crimes the other departments could not solve. Though they were officially dissolved in 2109 in 2117 they've been reformed. The Genetically Hardened Security Task-force, with a base rank of Lieutenant and a senior rank of Captain, are a unit that specialize in military equipment and tactics for quelling violent or unstable situations. G.H.S.T. is notorious for it's controversially violent tactics and heavy use of state authorized augmentations on their officers. The Secret Intelligence Law-Enforcement Operations, with a base rank of Agent and a senior rank of Director, is the highest ranking department of the N.S.P.A., with seniority over all other departments. They act as the main source of intelligence gathering for the N.S.P.A. and specialize in covert operations.

THE NEW TECHNOLOGY AND LAWS_ made to govern them. The last 100 years have seen various advancements in Neo-Seoul, each with new ways of regulating them. Fossil fuels have been rendered obsolete in everything but space rocketry, electrical generators powering almost everything in the future. Electric cars are the main form of transport in Neo-Seoul, and the city has vast highways, registration laws, and speed limits in place. Cruisers, also known as flying cars, are also available, though extremely expensive, and are usually reserved for government or corporate use. Within the city these vehicles are bound to specific air-lanes, as are delivery drones and flying droids.

Weaponry in Neo-Seoul is also regulated. Knives and swords are legal though if an officer considers it to be a danger a blade can be confiscated by force. Firearm technology has also advanced, laser and plasma guns now dominating the market. Legal firearms can only be owned with certain permits and have a finger-print lock, ensuring only the owner or the manufacturer can activate the weapon. Each shot fired is registered by the activating fingerprint and geo-scan location, and typically a shot fired within the city limits is immediate grounds for investigation. Even officers of the N.S.P.A. are registered when they fire their weapons, and must fill out a form for each shot fired explaining the circumstances.

Entertainment and information technology has advanced rapidly since the end of the Long Winter. The Hypernet is a global system of interconnected computer networks, and almost every bit of technology connects to it. Virtual Reality headsets and sensory-stations are also popular, allowing citizens to visit hypernet sites in VR from the comfort of their homes. Interactive holograms, augmented reality, and more technologies blurring the line between reality and projection are abundant in Neo-Seoul, and most of the city is monitored by CCTV. Prostitution is legal throughout the city. Substances such as alcohol and marijuana are controlled and legally sold by corporations. Though hyper sexualized imagery and citizen watching are common practice in Neo-Seoul there are laws to regulate the practices. It is illegal to show genitalia in public, leading to a very minimal degree of censorship throughout the city. It is also illegal to monitor or watch a citizen within a private residence.

The concept of gender roles and patriarchal society have begun to fade from Neo-Seoul, though the isolation of the long winter and the tension with the other Neo-Cities has kept race and ethnic discrimination alive. Gender does not have to legally be disclosed, and all genders submitted on government forms are considered valid. Since the end of the Third War Seoul has had very strictly enforced immigration policies. Citizens of the former People's Republic of China were banned entry, due to the massive population size and their assumed role in the war. This led to an influx not of neighbouring Chinese, but instead of Indian, west and south Asian immigrants to the city during the Long Winter, and more recently Japanese immigrants leaving the now economically stagnant Neo-Tokyo for work. Immigration and the threat of over-population are a major concern in Neo-Seoul, and whilst immigration from other Neo-Cities or the Solar Colonies is fairly straight-forward it can be difficult for foreigners from havens or unrecognized areas to enter the city legally.

Physical augmentation is legal and widely seen in the year 2117, most citizens of Neo-Seoul having at least one mechanical augment or another. It is commonly used in surgery and also for aesthetic or personal modification. Almost all augmentation is legal as long as is performed by a certified augmenter. Weapon augments onto a body are illegal, as are the practices of unregistered augmentation and mutilating or otherwise harming a subject through augments received.

Neo-Seoul follows international law in regards to robotics. Though they are abundant in the neo-cities, used in military, law-enforcement, entertainment, street cleaning, manufacturing, and almost all other areas life there is a strict limit to the amount of information and computing power androids and robots can have, and they must always be overseen by a controller. Robotics can never self-rule. Whilst androids and robots can express human-like emotions and have distinct voices and personalities, these must all be strictly programmed. Androids and robots can also not have anything resembling flesh or human-like faces, the practice of having an android that can be mistaken for human being highly illegal.

District 1: Downtown Seoul

The heart of Neo-Seoul’s administration. Built upon the foundations of the old city, downtown stretches up to the clouds, with promenades and buildings layering the district high into the sky. The highest buildings of downtown are visible from across the city, though an active effort was made not to make it too soulless or corporate. Planned green spaces stretch out in certain areas of downtown, as well as statues and monuments to Korea’s culture and past. City-Hall as well as the N.S.P.A. Headquarters are located downtown. Though not typically a residential neighbourhood downtown Seoul does house apartments, and is considered an upper-class district.

District 2: Gangnam

The massive shopping and fashion district of the city, dominated by adverts, products, and most importantly, customers. You can buy anything in Gangnam, it being one of the worlds largest marketplaces. The geography of Gangnam is dominated by indoor facilities, skyways, and malls- almost no parks, factories, or places of industry found within the district. Mixed into the marketplace are residential units, some of the most expensive in the city, and the residents of the district are known as some of the richest in Neo-Seoul. Gangam is considered an upper-class district.

District 3: Incheon

The technological hub of the city, almost every inch of Incheon is owned by one tech corporation or another, headquartering massive data-farms, testing facilities, staff offices, and corporate show-floors. While Incheon is home to the most important corporations in Neo-Seoul it is not particularly pretty or pedestrian friendly, it often being described as downtown without the monuments, the parks, the soul, or the consideration for human life. Rent can range considerably across the peaks and valleys of Incheon, the low levels of the district housing fairly affordable mid-range prices to rather expensive corporate housing. It is considered a middle-class district.

District 4: Goyang

Elevated on higher ground to the rest of the city and looking south onto the buildings of downtown is Goyang, the city's richest residential district. Home to the Neo Seoul National University and other prestigious learning establishments, Goyang is known as the education centre of Seoul. Research facilities, universities, and data-banks are squeezed between skyscrapers, mansions, parks, and man-made waterways. Goyang is home to some of the richest and oldest families in Korea, it’s most influential residence very much considered the old money of the city. Aside from meagrely available student housing Goyang is one of the most expensive districts in the city to live. It is considered an upper-class district.

District 5: Yangju

Located on the edge of downtown Yangju is known as one of Neo-Seoul’s hippest neighbourhoods. Yangju’s buildings do not stretch as high or as pretty as the rest of central Seoul, and is home to only a handful of parks and open spaces, it’s streets more scattered intersections than sweeping boulevards. But what it lacks in architectural beauty it makes up for in it’s culture. Home to Neo-Seoul’s local hipster community Yangju is known for it’s galleries, street art, independent or artisanal restaurants, and individualistic fashion. Housing prices in Yangju are moderate and it is considered an upper middle-class district.

District 6: Gasan

Gasan is home to many moderately sized buildings from the early days of Neo Seoul, headquartering many smaller corporations. Though it lacks parks and outdoor spaces it does house brightly lit casinos, gaming establishments, and is host to Neo-Seoul’s largest red light district. Gasan was the original edge of the city, where the buildings stopped, and is still a stronghold for the Korean Mafia. It is considered a lower middle-class district.

District 7: Guri

Guri was once the industrial heart of Neo-Seoul. That time has passed. Guri is now scattered with defunct infrastructure: home to factories, work-houses, assembly lines, and buildings dating from the Long Winter and before. Stuck between downtown and the slums Guri is a strangely forgotten place- and though it’s factories are still in use, and Guri is still a major manufacturing district of Neo-Seoul, it is becoming more and more obsolete with each passing year. Guri is home to many of the poorest native Koreans, many of whom have created their own street culture and gangs, and is considered a lower-class district.

District 8: Suwon

Suwon is the large stretch of suburban land south of the city, separating Neo-Seoul and the southern provinces. Mainly residential, it is home to many native Koreans, small business, and highways funneling the southern provinces into the city proper. Building complex's and houses in Suwon stand more isolated than in most the rest of the city, open area green spaces and shopping centres more common, and wide residential streets layering the massive area, which becomes more and more isolated the farther south one gets. Suwon is considered a middle-class district.

District 9: Little India

Originally built on the border of the original city of Seoul Little India is one of the oldest immigrant communities, it the landing ground for many Indian and Tebetan refugees during the Long Winter. As such it's known for it's distinct culture, shop signs written in Hindi and many other languages, with tight streets of built upon streets. Little India is brimming with culture and marketplaces, and is known for having some of the best food in the city. It is considered an upper lower-class district.

District 10: The Knut Sack

Starting out as another immigrant commune on the edge of the original city, during the long winter the Knut Sack was the refuge to a group known as the infected Swedes- a group of Scandinavian immigrants with severe radiation poisoning who crossed Siberia to get to Korea, but were quarantined upon arrival. Knut, as in the Scandinavian first name, was used in a clever play on words to mock them and their camp by the locals. Now, even though the infected swedes are long dead, the Knut Sack lives on- a piece of cultural heritage, and a landmark of Neo-Seoul. Wedged between all other districts, the Knut Sack is the beating heart of Neo-Seoul, cramped and layered, it is the home of immigrants from all over the world. It is considered a lower-class district.

District 11: Inje-Midtown

Twenty years ago Inje-Midtown did not exist, and is almost a completely new construction built for the expansion of Neo-Seoul. Buildings and skyscrapers made of white-brick, imitating European styles for a growing consumer-class, Inje-Midtown is a manmade residential paradise. Cafes and shopping centres loom over much of the old Korean towns that stood in Inje before. Unlike the rest of the city Inje's streets are orderly and planned. It is considered an upper middle-class district.

District 12: Kaesong

The vast farmlands of Neo-Seoul rest in Kaesong, each carefully constructed and scientifically engineered to ensure the survival of Neo-Seoul. Born from the self-sustaining needs of the Long Winter Kaesong is now Neo-Seoul's giver of life, and as such is shockingly lifeless. Fields and fields of solar farms and mathematically divided crops stretch across the flatlands, massive food processing facilities rising up like mountains across the valleys. Very few residents live here, most of the land owned by corporations or the government. As such, the only citizens tend to be farmhands or factory workers. It is considered a lower-class district.

District 13: Kumgang

Perhaps the last bit of undeveloped land in Neo-Seoul is Kumgang. Home to Kumgang national park, the mountainous district is home to what little wild-life remains on the Korean Peninsula. To the east the mountains dip into the last remaining cliff-sides and beaches of Korea, bordering the Sea of Japan. Home to a few small communities of native Koreans, mainly of North Korean ancestry, Kumgang is a fairly independent and detached region of Neo-Seoul, the lack of infrastructure making it one of the most difficult to traverse, and giving it one of the longest commutes into the city proper. It is considered an upper lower-class district.

District 14: Sokcho

Neo-Seoul's legitimate port to the Sea of Japan; Sokcho is a vast waterfront neighbourhood of corporation owned trade fleets and business. Known for it's distinctly red buildings, Sokcho is mainly occupied by work-houses, docks, customs offices, and ship manufacturing facilities. Sokcho is in many ways the successor to Guri in terms of a leading district of industry, and is not typically known for it's residential buildings, though many dock workers, factory workers, and sailors reside in the district. It is also home to a large garrison of Neo-Seoul's military, and houses its main Naval Headquarters. It is considered an upper lower-class district.

District 15: Yangyang

The far less legitimate port of Neo-Seoul, Yangyang is a haven of Japanese immigrants, it usually their first destination upon relocating to Neo-Seoul. Illegal imports, housing code violations, and weapons are rampant in Yangyang, it becoming one of the hardest districts to police. It is filled to the brim with people, from the very edges of the district to the buildings towering on the edge of the concrete docks. Yangyang's vast waterways and and poorly designed streets make it a danger to patrol. It is known as the Yakuza stronghold of the city. It is considered an lower-class district.

District 16: Unseo Wall

Controlled by the Neo-Seoul military the Unseo Wall stretches north to south across the western edge of Neo-Seoul, separating the city from the wasteland of the Yellow Seabed beyond. Headquartering the Neo-Seoul military, the Unseo Wall houses most of the on duty defensive soldiers, as well as most of Neo-Seoul's aerospace weaponry and vehicles. There are few entrances through the wall, all heavily guarded. Immigration from the wasteland is rare to non-existent, though the military often ventures into the Yellow Seabed on peacekeeping missions with the various havens of China. Quality of life in the Unseo Wall is difficult to judge as it is completely military owned, and its residential are only for members of the Neo-Seoul military and their families.

Special District 1: Slums West

One of the two shanty towns growing on the borders of Neo-Seoul, the westerly slums are built within and upon the defunct factories of what was once eastern Seoul, apartments upon apartment connected by makeshift bridges and roads, built inside the crumbling megastructures- most unregistered and difficult to police. The west slums are a rising problem, and are considered among the most dangerous districts in the city. It is considered a below poverty-level district.

Special District 2: East Slums

Built upon the flooded waterways and riverbeds from the Sea of Japan the east slums are a shanty town of illegal huts, buildings, and boat residence. Though less cramped and considered slightly safer by the police it is still a grim and unregulated part of Neo-Seoul. It is considered a below poverty-level district.

OTHER NEO-CITIES AND HAVENS_ are prominent throughout the globe. Neo-Nairobi is both the largest and most powerful Neo-City, dominating much of the coast of eastern Africa. Neo-Tokyo stands second, though their stagnant economy and lack of modern infrastructure have caused worry among the populace, and increased immigration to Neo-Seoul. Neo-Seoul is the third most powerful, looking to surpass Neo-Tokyo in influence. Neo Puna continues the legacy of the late United States of America, mixed heavily with native culture, and the city spans across the Hawaiian islands. Neo-Manaus was built as a refuge within the amazon rainforest and continues the legacy of Brazil, and while economically weakest out of the Neo-Cities it is still extremely influential, and is home to the Catholic Pope after the destruction of Vatican City during the Long Winter. Neo-Tunis stretches across most North Africa into the Balkans, and they house one of the most powerful militaries in the year 2117, though they are rivalled by Neo-Spa situated on the north sea, it's area covering much of what was formerly the low countries and Germany. Havens exist across the earth, less powerful cities that survived the Long Winter. The state of these vary considerably, some rivalling the Neo-Cities in luxury to some being little more than wastelands ruled by warlords and martial law.

Grandparents could see grandchildren they’d never before met, long lost relatives embraced as DPRK and Korean guards sang above the guard posts. A few weeks later the Democratic People’s Republic of Korea collapsed, it’s internal structures liquifying, and the country peacefully transition to the management of the Republic of Korea. Korea was whole once more. However, the joy of such unity had a price, not just for Korea but for all the world. The unification and modernization of the North was incredibly expensive, particularly for China, Japan, and the crisis-laden United States of America. The cost of unification may have led to the end of the Pax Americana a decade later - the theoretical 100 years of peace in the first world under the policing of the United States of America. And though we Koreans were happy, the challenges ahead scared us all.”

ImageBOOKER: The (Third) war started with the assassination of the Vice-President of The Republic of China (Taiwan) in September, two-o-four-five. We got the call, India was involved, we got involved, and soon all major superpowers had their fingers in it. No fighting of course, but official declarations are scary. It was mainly threats and warnings sent across the seas, except for a few skirmishes in the middle east. That was until the June twelfth, two-o-four-six.

INTERVIEWER: What happened on the twelfth of June, twenty-forty-six?

BOOKER: A fucking thermo-nuclear bomb happened.

INTERVIEWER: Did you launch it?

BOOKER: I don’t know. I’m sure someone knows, but I don’t. It didn’t matter, In the subsequent minutes we responded, as did all the others. And I’ll never forget these numbers. In two minutes, there were twenty-seven other thermo-nuclear and pure-fusion weapons launched around the globe- most of them aimed at us. Twelve of these bombs successfully hit their targets. They hit us in Los Almos National Laboratories (New Mexico, United States of America), in Lawrence (Livermore National Laboratories, California, United States of America), at the Y-Twelve National Military Complex (Tennessee, United States of America), Kansas City National Laboratories, (Missouri, United States of America), four of the Russians black sites were wiped out (Saratov Military Complex, Saratov, Russian Federation; Alykel Military Complex, Krasnoyarsk Krai, Russian Federation; Sarov Military Complex, Nizhny Novgorod, Russian Federation), their stockpiles just shattered eurasia like ours did back home. Harbin (Heilongjiang, People’s Republic of China) and Beijing (Jingjinji, People’s Republic of China) were hit. The Brits lost Clyde (Clyde Military Complex, Scotland, European Union) then Eilabun (Military Complex, Eilabun, Israel) went down, destroying everything. Then the university in India (Bhabha Atomic Research Centre, Maharashtra, Republic of India), a lot of nuclear material there. Those were the ones that hit. The rest of the WMD’s were successfully deterred, but those twelve locations were hit and hit hard, and it was pretty apparent we had on our hands what the president called a ‘nuclear-holocaust lite’.”

“In the months following the 12th of June the superpowers involved in the Third World War collapsed as the Long Winter began, a nuclear and electromagnetic winter lasting 22 years that covered most of the world as a result of the initial thermo-nuclear and pure-fusion blasts and firestorms. Alright, well shit, we're in it. The first case. So, now we're getting into the real shit. The case is open, you guys can go anywhere and start investigating anything. Like even in universe before they start tomorrow morning they could go to the crime scenes tonight if they wanna do off the record investigation. And so, this case I'm designing, so I know where all the clues are in stuff, but going forward other people can design the other cases, you know. It's sort of a weird D&D lite system but I hope it works.
